Although there are no formal prerequisites, it is advisable to join the course with a foundation in law, business organization, basic risk-assessment techniques, technical-legal English, and basic IT skills, in order to follow lectures and practical exercises effectively.
The final exam consists of an oral assessment in which the student will answer three questions based on the course content. The aim is to evaluate both the theoretical knowledge acquired and the ability to apply it to practical situations. During the exam, the student will also present and discuss the risk assessment carried out during the practical exercise. The quality of this work will be an integral part of the final evaluation.
To pass the exam, the student must demonstrate a solid understanding of the relevant regulatory and methodological principles, clearly and concisely present the outcomes of the practical assignment, and, where appropriate, make use of diagrams, charts, or visual aids to support their explanations. The exam is considered passed with a minimum grade of 18 out of 30, based on the combined evaluation of the oral responses and the practical component.
The course aims to provide students with a comprehensive and integrated understanding of the legal, organizational, and technical principles underpinning the protection of health and safety in the workplace. Beginning with the study of the European normative framework (the Framework Directive and its “daughter” directives) and its transposition into Italian law (notably Legislative Decree 81/2008 and Article 2087 of the Civil Code), the course will cover:
• The roles and responsibilities defined by Italian legislation (delegation of functions, sub-delegation, and managerial delegation)
• The evolution of special regulations in the field of prevention
• The general protective measures laid down in Article 15 of Legislative Decree 81/2008
• The criteria and procedures for risk assessment (Articles 28–29 of Legislative Decree 81/2008)
By the end of the course, students will be able to:
1. Identify the figures and positions established by Italian law to guarantee workplace safety;
2. Describe the main hazards present in various work environments;
3. Apply established risk-assessment methodologies, including the use of the European OiRA (Online interactive Risk Assessment) tool for the “Office” sector;
4. Exercise independent judgment in organizational and procedural choices aimed at prevention and protection in the workplace.
Module 1 (2 h): System of sources and EU regulatory framework (Framework Directive + “daughter” directives) – Theory
Module 2 (2 h): Transposition into Italian law: Art. 2087 c.c. and evolution of the special regulations – Theory
Module 3 (2 h): General protective measures (Art. 15 of Legislative Decree 81/2008) – Theory
Module 4 (2 h): Delegation of functions, sub-delegation and managerial delegation (Art. 16 of Legislative Decree 81/2008) – Theory
Module 5 (2 h): Managerial delegation vs. delegation of functions: analysis of Supreme Court rulings – Theory
Module 6 (2 h): Scope and methods of risk assessment (Arts. 28–29 of Legislative Decree 81/2008) – Theory
Module 7 (2 h): Introduction to the OiRA tool for the “Office” sector – Theory
Module 8 e 9 (2 h): Practical Exercise 2: Guided use of OiRA for the “Office” sector – Practice
Module 10 (2 h): Integrated case study: responsibilities, protective measures and risk assessment; discussion and debrief – Practice
Modules 1–7 (14 h): Theoretical foundations and regulatory framework
Modules 8–10 (6 h): Three practical sessions to apply risk-assessment methods, experiment with OiRA and discuss real cases

Teaching is based on lectures that combine a solid theoretical approach with the presentation and analysis of case studies, including examples drawn from real professional contexts. Throughout the sessions, the instructor actively encourages student interaction, promoting discussion and collaborative analysis of the topics covered, with the aim of developing critical thinking skills and fostering interdisciplinary connections.
The lectures will be held in the classroom at Villa Teresa, located at ATS Insubria, Via Castelnuovo 1, Como.
