In 2004, the so-called “Legge Stanca” ("Stanca Law"), L. 4 of 9 January 2004 (Provisions to facilitate the access of disabled people to IT tools) was issued, which establishes that the websites of public administrations must provide services and provide usable information by all users, even those who due to disabilities require assistive technologies or particular configurations.
The meaning of these indications is that a website of a public administration must guarantee the right of access to information by all, without discrimination, by breaking down computer barriers.
In the redesign of the portal, the University of Insubria has adopted the indications of the law, adopting the editorial system, or CMS (Content Management System), open source Drupal, which produces pages that comply with the indications. The portal also meets the technical requirements indicated in Annex A to the Ministerial Decree of 20 March 2013, which updated the accessibility requirements for the PA websites, aligning them with the "AA" level of the WCAG 2.0 "Web Content Accessibility Guidelines" of the W3C , and is compatible with international ISO recommendations.
Thanks to the Mobile first approach and the implementation of Responsive Web Design technology, users will be able to browse quickly and easily regardless of the device used.
The web pages have been developed in compliance with the standards of the HTML5 and CSS3 languages, which are able to make the most of the characteristics of current and future mobile devices and allow advanced and dynamic functions, without this being at the expense of full validation compliance W3C of syntax.
