The aim of the course is to provide students with an overall and general view of the main institutions of administrative law, consistent with the needs of a non-jurist student. Given the complexity of the subject, the first part of the course will be devoted to deepening the concepts prior to understanding the discipline, starting from constitutional principles of good performance, impartiality, and efficiency of public administration and protection of legitimate interests.
The second part of the course will help students to acquire the knowledge and tools of practical application in administrative law (administrative procedure and procedure, public employment, judicial protection)
At the end of the course the student will have enough familiarity with this complex discipline, maturing a good knowledge of the most important language and institutes of Italian public law.

The main topics covered in the course will be: concept of administration, sources of administrative law, with particular attention to constitutional principles on organization, action and administrative function. Administration and state organization. The administrative act and the administrative provision. Administrative discretion and technical discretion. The administrative procedure and its phases. The law n. 241 of 1990. Instruments for participation and simplification. Pathology of the administrative act. The self-defense. Protection of the citizen: distinction between legitimate interest and subjective right. Jurisdictional protection and administrative protection. The relationship of public employment.
